Сегодня все сильно ухудилось. Государственные службы без очевидной причины начали занижать финансирование частным клиникам, обосновывая это увеличившимся количеством участников программы ОМС. В целом итоговая сумма квот, выделяемых коммерческим фирмам, уменьшилась приблизительно на 12%, не взирая на прирост количества пациентов, для которых необходима дорогостоящая диагностика. Деление бюджетных финансовых средств между диагностическими центрами является неоднозначным и вызвало бурную реакцию медицинского сообщества.
В частности, финансирование диагностического центра “Энерго”, имеющего много наград, уменьшилось в 2,7 раза: с 24,5 до 9 млн. руб. И это при том, что компания регулярно перевыполняет планы диагностики больных в рамках ОМС. Клиника подала иск в суд с требованием поднять сумму финансирования до предыдущего уровня, идет судебное разбирательство.
Коммерческий директор ММЦ “Энерго”, Сергей Скородумов, высказал профессиональное мнение по поводу сформировавшейся проблемы в интервью, взглянуть на которое можно на официальном сайте ММЦ.
Сотрудники петербургского ТФОМС находят требования частных клиник бездоказательными. По мнению чиновников, частные диагностические центры стремятся на 100% использовать свои возможности и устранить дефицит денег за счет финансовых средств ОМС. Однако ситуация складывается обратная: клиникам надо за свой счет принимать больных, которые проходят МРТ и КТ в рамках ОМС, когда квота уже израсходована. И по моральным, и профессиональным воззрениям “частники” не позволяют себе дать отказ больным.
Решить проблему несложно: необходимо разделять квоты не случайным методом, а на основе реальных данных деятельности каждой клиники. Комиссия должна проверять техническую базу клиники, исполнение установленного плана, сроки обслуживания пациентов, отзывы и т.д. Это поможет установить требуемый уровень финансирования особо лучшим клиникам и исключит из проекта “нарушителей”
